Il fait suite au premier album du groupe, Blood, Sweat and No Tears, sorti en 1989[5]. l'album contient davantage l'influences metal et crossover thrash[6],[7]. « What's Goin' On » déplore la violence armée[8]. L'album reçoit un excellent accueil critique[9],[10]
