reference titles are not hyperlinked, is this common ?

Hello. It depends on which template is used. The template {{article}} has the hyperlink in "lire en ligne", whereas the template {{lien web}} has the hyperlink in the title.

{{Lien web}} is a general template which can be used for links to any web site, whereas {{article}} is specifically for links to newspapers, magazines and so on. It is needed if you want to specify additional fields like the ISSN or pages. In simple cases, the use is basically a personal choice, I prefer having the hyperlink in the title so i use Lien web in any case.
