  8. TTS in Internet Explorer is available through the operating system Speech API. For TTS, SAPI takes text as input and uses the TTS engine to output that text as spoken audio. This is the same technology used by the Windows accessibility tool, Narrator. SAPI and an English TTS engine have been embedded in all Windows operating systems since the release of Windows XP.
