The Competitiveness and Business Clusters Association (AFPC) unites 58 out of the 70 French clusters, representing 9 000 SMEs, 3 000 universities and laboratories, and more than 1 000 large and intermediate-sized companies[1].

The AFPC aims to achieve three missions: to enhance the role of clusters in the French innovation dynamics with the government and the Regions, to be the voice of the clusters for National and European Authorities, as well as to support and promote the clusters’ SME members.

The AFPC is a member of the European Cluster Collaboration Platform[2]

History of the organisation

The AFPC was created on December 16th 2013, with the support of Bpifrance, of the Caisse des Dépôts et des Consignations and the Direction Générale des Entreprises (French Ministry for the Economy, Industry and Digital Affairs).

Missions :

Mission 1 : To promote the clusters’ role in the French innovation dynamic with the Government and the Regions

The aim is to amplify the results obtained at a local level, whether in products innovation or companies and employment creation.

Mission 2 : To make the clusters’ voice heard at the European level

This mission consists in multiplying the collaborations between clusters and the EU’s institutions, and to favour the participation of a greater number of French companies in European programs such as Horizon 2020 or COSME.

Since the end of 2015, the AFPC has a Brussels office, which is used as a link with the European institutions.

Mission 3 : To promote SMEs within the member clusters

The AFPC aims at facilitating the member SME’s access to private financing and markets, which are key to allow growth and their transition into middle-market companies with international activities.

Governance

The association is a structure that was conceived to be light and flexible. It does not possess and offices. It relies on the work of its members with its Committees and Working groups[3].

Its governance is ensured by :

  • A Board, composed of 17 members
  • An Administrative Council (30 clusters)
  • 3 permanent Commissions with around 30 members each.

The Executive Board

The Executive Board meets once a month by audioconference.

The Committees

The France Committee, in charge of Mission 1

This Committee’s goal is to promote the clusters’ role in the French innovation dynamic with the State and the Regions.

It is composed of 32 members. Its Chair is Katia Mirochnitchenko (Optitec) ) and Vice-Chair is Marc Charlet (Mov'eo).

The Europe Committee, in charge of Mission 2

This committee has been created to answer several needs:

  • To favour the guidance of European financing opportunities towards clusters
  • To ensure the good articulation of European financing tools.
  • To improve the image of clusters
  • To ensure that the clusters’ role of general interest is acknowledged in Europe.

The aims of the Committee is to organize short-term and mid-term actions to promote the action of clusters for :

  • The European Commission
  • European investors
  • International markets

This Committee is composed of 31 members. Its Chair is Laurent Boust  (Solutions Communicantes Sécurisées - SCS) since January 2016.

The SME Committee, in charge of Mission 3

This committee’s purpose is to support and promote member SMEs in their financing, and their market access.

The Committee is composed  of 43 clusters. Its Chair is Jean-Noël de Galzain, (Systematic Paris-Region).
